A Focus on Leadership Capacity for Health-Sector Transformation
On 1 – 3 September 2026, health-sector professionals joined a three-day leadership training aimed at strengthening their ability to lead teams, manage change and translate strategic priorities into results.
Participants progressed from foundational leadership competencies to their practical application in complex health-sector settings. The programme explored the distinction between leadership and management, ethical leadership, trust, emotional intelligence and the role of personal values in effective decision-making.
Participants also worked on interpersonal effectiveness, executive presence, team dynamics and stakeholder engagement. Practical exercises focused on improving accountability, coordinating teams and building the partnerships needed to implement health strategies successfully.
The final day addressed transformational leadership and change management, including how leaders can understand resistance, mobilize people and sustain momentum during reform. In a simulated leadership challenge, participants made strategic decisions for a 500-bed hospital, applying the competencies developed throughout the programme to a realistic and demanding scenario.
The training concluded with a final competency self-assessment and the preparation of personal development priorities and concrete follow-up actions. Participants also reflected on how the acquired knowledge and skills could be applied in their respective professional roles.
The training was organized by the Ministry of Health of Kosovo, Department for Strategic Health Planning, with support from the IHS Project. It was structured around the International Hospital Federation Leadership Model and delivered by trainers Linda Clark and Will Clark. It is part of the Ministry of Health’s continuing efforts to strengthen leadership capacity and support more effective, collaborative and responsive management across Kosovo’s health sector.
